OVERVIEW:

To manage, oversee, and continuously improve payroll operations for all Canadian employees, ensuring full compliance with federal and provincial payroll regulations. The role also includes direct coordination with external vendors (BPO partner and ADP), ensuring quality and accuracy in all payroll processes, and providing leadership and support to internal stakeholders. This position is pivotal to maintaining payroll governance, employee satisfaction, and regulatory integrity.


SCOPE:

The Payroll Manager will own the end-to-end payroll process in Canada within a semi-outsourced operating model. This includes overseeing a BPO partner responsible for pre- and post-payroll tasks, managing the partnership with ADP (semi-managed payroll services), and working closely with internal functions such as HR, Finance, Legal, and Benefits. The role will ensure compliance with all relevant tax, labor, and payroll laws, while also supporting reporting, audits, and continuous process improvement.


PRIMARY RESPONSIBILITIES:

  • Manage bi-weekly and off-cycle payroll processing, ensuring accurate pay, deductions, and remittances across all Canadian jurisdictions.
  • Oversee and validate BPO partner activities across the payroll lifecycle, review payroll outputs for accuracy and completeness.
  • Collaborate with ADP as the semi-managed service provider; manage approvals, queries, and escalations.
  • Monitor changes in payroll legislation (federal and provincial); ensure internal practices and systems reflect legal updates.
  • Ensure accurate and timely preparation and remittance of payroll taxes, Workers’ Compensation, and Employer Health Taxes.
  • Process and report on equity-related taxable benefits including RSUs and dividends; validate journal entries and coordinate with Finance.
  • Submit year-end filings and reconciliations, including T4s, T4As, and RL-1s.
  • Maintain payroll calendar, oversee month-end and year-end close activities, and validate payroll-related GL entries.
  • Serve as a point of contact with CRA, Revenue Quebec, Workers' Compensation Boards, and other regulatory bodies.
  • Deliver payroll-related reporting and analysis to support internal stakeholders and regulatory compliance.
  • Recommend process and policy enhancements to improve accuracy, efficiency, and employee experience.
  • Coordinate payroll-related audits and ensure complete documentation and control compliance.
  • Support internal clients with timely resolution of payroll inquiries and tax questions.

EDUCATION:

  • Post-secondary degree in Accounting, Human Resources, Business, or related discipline.
  • PCP (Payroll Compliance Practitioner) or CPM certification through the National Payroll Institute (formerly the Canadian Payroll Association).

QUALIFICATIONS, EXPERIENCES & ABILITIES:

  • Minimum 5 years of progressive payroll experience including managing unionized and non-unionized payrolls in a mid-to-large organization.
  • Deep knowledge of Canadian payroll legislation, tax remittances, and year-end reporting obligations.
  • Experience managing external vendors (BPO and/or ADP), with strong vendor governance capabilities.
  • Intermediate Excel skills and experience with query/reporting tools and payroll/accounting systems (ADP GlobalView and Oracle preferred).
  • Strong analytical and reconciliation skills; comfortable reviewing GL entries and tax reports.
  • Exceptional attention to detail, organizational skills, and ability to meet deadlines.
  • Strong interpersonal, communication, and collaboration skills; able to work cross-functionally and influence without authority.
  • High level of discretion and professionalism in handling sensitive payroll information.
  • Ability to work independently and effectively in a high-volume, deadline-driven environment.
